Michau v. Charleston County, 04-7726, 04-7734

Dismissal of prisoner plaintiff's civil rights complaints for failing to state a claim upon which relief could be granted is affirmed where, although plaintiff was not subject to the requirements of the Prison Litigation Reform Act (PLRA), the complaints were properly dismissed under in forma pauperis screening procedures.
