In laying off plaintiffs as part of a reduction in force, the Commander of the US Army Medical Research Institute of Infectious Diseases acted on his skills-based assessment that their positions had become less critical to the agency's mission; such an exercise of managerial discretion is entirely legitimate under the Age Discrimination in Employment Act (ADEA).
