WILSON v. KITTOE, 02-7880

Attorney plaintiff's offer of legal services to a third party who was being arrested did not provide police officer with probable cause to arrest plaintiff for obstruction. Officer is not entitled to qualified immunity in an action alleging a Fourth Amendment violation.
