The filing of 1) a 28 U.S.C. section 2254 habeas petition and 2) a court-ordered response to the state's FRCP12(e) motion for a more definitive statement, constituted "proceedings before any court" under 18 U.S.C. section 1623, criminalizing the making of false declarations before a court.
