United States Fourth Circuit
MILLER v. MILLER, 99-2630
The Parental Kidnapping Prevention Act, 28 USC 1738A, applies only to determinations by courts within the United States and its territories, so a court order from a U.S. jurisdiction does not necessarily trump a court order from a jurisdiction outside the country.
