United States Fourth Circuit

Since the West Virginia State Bar and its disciplinary committee are agencies within and a part of the system of state courts in West Virginia, the Rooker-Feldman doctrine bars district and circuit courts from jurisdiction over plaintiff's constitutional claims linked to the parties' state court proceedings.
