Summary judgment affirmed in part and vacated and remanded in part with directions to dismiss for lack of subject matter jurisdiction. A convicted sex offender unsuccessfully brought constitutional and other challenges to the Adam Walsh Child Protection and Safety Act of 2006, 8 U.S.C. section 1154(a)(1)(A)(viii)(I), which restricts the ability of a sex offender to sponsor an immediate relative's immigration application.
