Rena C. v. Colonial School District, 17-1161

Reversing and remanding a case in which the mother of a student with disabilities filed an administrative due process complaint against a school district to determine an appropriate placement for her daughter. The school extended a 'ten day offer' intended to limit their exposure to attorney fees but the court held that the mother was substantially justified in rejecting the offer, despite its having been better than the ultimate outcome, because it didn't address pendency, attorney's fees, or costs.
