Affirming a district court denial of a motion to dismiss charges against a former US Virgin Islands senator accused of violating two criminal statutes who argued that legislative immunity barred his prosecution because although the immunity protects legislators from suit for any speech or debate in legislature the alleged wire fraud and embezzlement crimes were not legislative conduct.
