Greene v. Superintendent Smithfield SCI, 16-3636

Affirming the district court's denial of a motion to vacate pursuant to a supreme court holding that a federal court may not hear a substantial but procedurally defaulted claim of ineffective assistance of appellate counsel when the prisoner's state postconviction counsel provide ineffective assistance by failing to raise that claim.
