Affirming district court rulings dismissing the claims of a woman against a college where her contract was terminated after she raised concerns about school budgets because the institution was entitled to immunity under the Eleventh Amendment and granting qualified immunity to her supervisor, but reversing a finding that the plaintiff's speech had been constitutionally protected.
