Affirming the District Court's denial of a writ of habeas corpus seeking to overturn a life conviction for a double-murder and arson that resulted in conviction of a number of federal crimes including convictions for witness tampering murder whose law was reinterpreted decades after the conviction, but the fact that this was not an extraordinary case and no successful showing of actual innocence was made that might entitle the convict to relief.
