United States Third Circuit

Javier v. Attorney General of the US, 15-2781

In a citizen and native of the Dominican Republic's petition for review of two orders of the Board of Immigration Appeals (BIA) affirming the Immigration Judge's (IJ) order of removal, the petition is denied where: 1) as to the first order, jurisdiction is lacking; and 2) as to the second order, the BIA did not legally err in concluding that that a threat communicated with a specific intent to terrorize is an act 'accompanied by a vicious motive or a corrupt mind' so as to be categorically morally turpitudinous.
