In a suit challenging defendant's regulation of the Learning Center for Exceptional Children (LCEC), directing LCEC to confirm that it would not place its public-school students with disabilities in classrooms with private-school regular-education students, as arbitrary and capricious, and seeking a preliminary injunction under the so-called "stay-put" rule of the Individuals with Disabilities Education Act (IDEA), the district court's grant of relief is remanded with the injunction intact for additional fact finding.
