Powell v. Weiss, 13-2354

Dismissal of plaintiff-inmate's suit under 42 U.S.C. section 1983 alleging that the Pennsylvania Department of Corrections (DOC) violated his Fourteenth Amendment right not to be deprived of liberty without due process of law when it revoked its decision to release him to a community correctional center is affirmed, where: 1) Pennsylvania inmates do not have a constitutionally protected liberty interest in the expectation of release to a community correctional center; and 2) plaintiff failed to state a claim against an appropriate employee of the Board of Probation and Parole in respect to his claim for wrongful parole supervision.
