United States Third Circuit
Thomas v. Cumberland County, 12-3959
Summary judgment in defendant-county's favor on plaintiff-inmate's claim for failure to properly train corrections officers following an attack on plaintiff by other inmates is vacated and remanded, where there are genuine issues of material fact as to: 1) whether defendant-county exhibited deliberate indifference to the need for pre-service training in conflict de-escalation and intervention; and 2) whether the lack of such training bears a causal relationship to defendant's injuries.
