Defendant's conviction for violating the Sex Offender and Registration Notification Act's registration requirements, is vacated and remanded, where: 1) the Attorney General's assertion of good cause under the Administrative Procedures Act to waive its procedural requirements for enacting rules related to applying SORNA retroactively cannot withstand review even under the most deferential standard available; and 2) the Attorney General’s lack of good cause is prejudicial to defendant.
