A Chinese citizen's petition for review of a BIA's denial of his motion to reopen removal proceedings is denied where: 1) the BIA did not abuse its discretion in denying petitioner's motion in determining that the newly presented evidence was insufficient to establish a reasonable likelihood that petitioner was entitled to relief because he failed to establish its authenticity; and 2) the BIA appropriately denied petitioner's claim on procedural grounds because he did not submit a new application for relief with his motion to reopen, as required by 8 C.F.R. section 1003.2(c)(1).
