Cardona v. Bledsoe, 11-2396

In a petitions for habeas relief under 28 U.S.C. section 2241, arguing that the Bureau of Prisons (BOP) illegally referred petitioner to the Special Management Unit (SMU) of the penitentiary as punishment for filing numerous lawsuits against the BOP, the District Court's denial of the petition is affirmed for lack of jurisdiction, as petitioner's claims were not properly brought under section 2241. Petitioner must instead file a civil rights action under Bivens v. Six Unknown Named Agents, 403 U.S. 388 (1971), to seek redress.
