In a challenge by the Republican National Committee (RNC) to a district court's refusal to vacate and modification of a consent decree entered into with the Democratic National Committee regarding the RNC's ability to engage or assist in voter fraud prevention, the district court's judgment is affirmed, where: 1) enforcement of the decree against the RNC did not result in a First Amendment violation; and 2) the district court did not abuse its discretion by holding that the RNC did not establish by a preponderance of the evidence that vacatur or modifications beyond those it ordered were necessary.
