In a petition for review of a decision of the BIA removing petitioner, a lawful permanent resident and citizen of Belarus, upon his conviction for aiding and abetting a wire fraud scheme, petition is granted with respect to petitioner's CAT claims and denied with respect to the BIA’s decision in all other respects.
