Diop v. US Immigration and Customs Enforcement, 10-1113

In an appeal from a judgment of the district court dismissing appellant's petition for habeas relief, judgment is reversed where U.S.C. section 1226(c) authorizes only mandatory detention for a reasonable period of time such that appellant's incarceration for 1,072 days was unlawful.
