Wilson v. US Parole Commission, 10-1842

In an appeal arising from a petition for habeas relief on the grounds that appellee violated appellant's constitutional rights under the Due Process and Ex Post Facto Clauses by denying him parole and refusing to set a presumptive release date, appeal is dismissed where appellant must obtain a Certificate of Appealability to proceed with appeal, and his request for issuance of such a Certificate is denied.
