In a challenge to a plea conviction for possession of a controlled substance, 21 U.S.C. section 844(a), on the ground of ineffective of counsel and involving the scope of Padilla v. Kentucky, judgment of the district court denying challenge is reversed where Padilla is retroactively applicable on collateral review.
