In a tort action arising from severe burns suffered by plaintiff during an explosion while plaintiff was unloading a railway tank car filled with sulfuric acid, judgment of the district court dismissing state claim is affirmed where action is preempted by the Hazardous Materials Transportation Act, 49 U.S.C. sections 5101–5128.
