Denial of a motion for preliminary injunction filed by various sports leagues seeking to prevent Delaware officials from implementing parts of its Sports Lottery Act is vacated and remanded where, as a matter of law, elements of Delaware's sports lottery violate the Professional and Amateur Sports Protection Act, 28 U.S.C. section 3701.
