In a qui tam action alleging that relator's employer violated military regulations in selling life insurance to enlisted personnel, dismissal pursuant to the False Claims Act for failure to state a claim is affirmed where relator's complaint failed to establish any actual or potential economic loss to the federal government arising out of the alleged conduct.
