Goode v. City of Philadelphia, 07-3164
In a suit alleging that the Solicitor of the City of Philadelphia overstepped his authority by entering into a private settlement agreement with several outdoor billboard companies to regulate the approval and placement of billboards in Philadelphia, dismissal for lack of standing is affirmed where: 1) plaintiffs-city council members did not have standing to assert claims based solely on alleged disobedience or flawed execution of legislation enacted by the council; 2) plaintiff-city resident did not have standing as a taxpayer; and 3) plaintiffs-community organizations failed to allege facts demonstrating that any of their members would have standing in their own right.
