Petition for review of a decision dismissing Burmese petitioner's appeal of a denial of his applications for asylum and related relief is granted and the matter remanded to the BIA where, for purposes of establishing a well-founded fear of persecution and a credibility determination, the IJ failed to consider all of the evidence in the record, including particularly the U.S. Department of State Country Report on Human Rights Practices in Burma.
