Independent Internet service providers' and other entities' petition for review of an FCC order which substantially limits federal regulation of high-speed Internet access service provided over traditional telephone lines is denied as the order was based on a reasonable interpretation of the Communications Act of 1934, and was a proper exercise of agency discretion.
