Nationalist Movement v. City of York, 06-2184

In a challenge to the constitutionality of a city ordinance which requires that prospective users of public land file an application, pay certain fees, and agree to a variety of conditions before permission for use of the land is granted, summary judgment in favor of the city is reversed in part where a reimbursement provision of the ordinance was unconstitutional under the First Amendment.
