Arnold v. Commonwealth of Pennsylvania, 05-5037, 05-5227

In an appeal arising from an action brought against a former employer-agency for violations of the Pennsylvania Whistleblower Law and 42 U.S.C. section 1983, a district court's partial lifting of a confidentiality order pursuant to media-intervenor's request is affirmed where the district court correctly applied the multifactor balancing test laid out in Pansy v. Borough of Stroudsburg, 23 F.3d 772 (3d Cir. 1994).
