The involvement of an actual minor, as distinguished from a government decoy, is not a prerequisite to conviction under: 1) 18 U.S.C. section 2422(b), for actual or attempted persuasion of a minor to engage in illicit sexual activity; or 2) 18 U.S.C. section 2423(b), for traveling for the purpose of engaging in illicit sexual activity.
