RAMIREZ v. PUGH, 02-2101

In a suit challenging a Congressional ban on the use of federal funds to distribute sexually explicit material to prisoners, the district court erred in determining that the regulation was reasonably related to the legitimate government interest of rehabilitation without an adequate factual basis.
