Plaintiff unsuccessfully appeals the dismissal of her negligence claim against the US Post Office for lack of subject matter jurisdiction where the Federal Tort Claims Act provides immunity for "any claim arising out of the loss, miscarriage, or negligent transmission of letters or postal matters."
