United States Third Circuit

The right to foreclose on a Virgin Islands mortgage is not extinguished at the time the right to collect an in personam judgment expires; federal law supplies the statute of limitations in cases where the plaintiff is a successor in interest to the US; there is no federal limitations period applicable to mortgage foreclosure actions.
