US v. GOV'T OF THE VIRGIN ISLANDS, 03-1727

District court did not abuse its discretion in enjoining the sewer repair contract awarded - in a process likely tainted by political corruption - to a start-up with no equipment, assets, or experience in construction. Compliance with territorial competitive bidding law in future contracts was properly ordered; remanded to recalculate the sum defendant must deposit into a wastewater repair trust fund.
