Denial of a request to regulate metalworking fluids (MWF) was neither arbitrary nor capricious. Given the equivocal evidence linking cancer to MWF exposure, and the "enormous" allocation of resources that regulating MWFs would require, OSHA justifiably prioritized the regulation of more severely toxic substances.
