The Board of Immigrant Appeals improperly deviated from its existing interpretation of the Immigration and Naturalization Act's definition of a refugee when it did not extend the concept underlying the theory of imputed political opinion on plaintiff who was persecuted by Ghanian police on their belief that he was a homosexual.
