The Interstate Commerce Commission's (ICC) unconditional authorization of abandonment was sufficient to end its jurisdiction over a section of railroad track, and since there is no basis for continued agency regulation, there is no jurisdictional impediment to the district court's adjudication of plaintiffs' property dispute.
