MARTINEZ-SANES v. TURNBULL, 99-3644/4084

Three government employees did not qualify as policy-makers under Virgin Islands law; hence, their First and Fourteenth Amendment rights were violated when they were discharged for political reasons without due process. Denial of qualified immunity for a governor is affirmed.
