CARTER v. MCGRADY, 01-1738

A prisoner's civil rights claims, for allegedly being subjected to cell searches and discipline in retaliation for "jailhouse lawyering", was not actionable where no constitutionally-protected activity was at issue, and prisoner was disciplined for clear and valid violations of procedures and regulations.
