Because gambling forfeiture provision of 18 U.S.C. section 1955(d) incorporates the burden of proof required for customs forfeitures under 19 U.S.C. section 1615, probable cause to support gambling forfeiture must exist when the government files the forfeiture complaint, not when property is first seized; here, civil forfeiture of dollars, seized from bank accounts established in relation to an illegal online gambling business, affirmed.
