Where initial tip regarding crime came from informant who had a prior relationship with the police and indicated specific "inside" knowledge, the officer who received tip was "entitled to make an assessment of the situation in light of his specialized training and familiarity" with drug trafficking and recent activity in the area, and officers who received the information and observed a vehicle matching description, were reasonable in making Terry stop.
