United States Third Circuit
FRAISE v. TERHUNE, 00-5062
Under the standard set out by the Supreme Court in Turner v. Safley, 482 U.S. 78 (1987), for assessing prison regulations that restrict inmates' constitutional rights, a challenged "security threat group" policy, which isolated certain members of prison population from others, does not violate the plaintiff inmates' free exercise rights; equal protection and due process challenges were also rejected.
