PENNSYLVANIA PHARMACISTS ASS-N v. HOUSTOUN, 00-1898

Plaintiff pharmacists and pharmacists' association, as Medicaid providers (as opposed to Medicaid recipients), may not bring an action under 42 U.S.C. section 1983 to enforce 42 U.S.C. section 1396a(30)(A), challenging the reimbursement rates paid to pharmacies under Pennsylvania's Medicaid program.
