US v. CASSEUS, 00-2803, 00-2804

The right to death-penalty qualified counsel created by 18 U.S.C. section 3005 is not coterminous with the right to counsel established by the Sixth Amendment, and any error in failing to appoint such counsel is harmless where there is a "high probability" that the error did not prejudice the defendant.
