A wireless telecommunications company's claims, alleging that a zoning ordinance violated the federal Telecommunications Act of 1996, were not mooted by the amendment of the ordinance, because the gravamen of the complaint remained, and because a change in the text of an ordinance cannot moot a claim of past discriminatory conduct.
