The Witness Tampering Act, 18 U.S.C. S 1512, held constitutional in response to defendant's facial challenges that it is impermissibly vague, exceeds Congress's constitutional authority under the Necessary and Proper Clause, and violates due process by eliminating the prosecutor's burden of proving scienter.
