FRANCIS v. RENO, 00-2375

The Pennsylvania misdemeanor crime of vehicular homicide does not involve a substantial risk that physical force will result, so it is not a "crime of violence" within the meaning of 18 USC 16, requiring removal of the alien pursuant to 8 USC 1227(a)(2)(A)(iii).
